2. Ownership and Publishing Responsibility

Madago Nursing Journal is an institutional journal published by Poltekkes Kemenkes Palu, associated with its Nursing Study Program in Poso.

The publishing institution provides the organizational framework, administrative support, and publication infrastructure needed to sustain the journal. These responsibilities include supporting website operations, publication production, and the preservation and accessibility of published content.

Institutional oversight does not authorize interference in individual editorial decisions for reasons unrelated to scientific merit, ethical acceptability, or the journal’s scope.

Changes to ownership, publishing responsibility, or institutional arrangements will be communicated through the journal’s official website.

3. Editorial Management

MNJ is managed by appointed editors who oversee manuscript assessment, peer review, publication decisions, and the implementation of editorial policies.

Editorial responsibilities are assigned according to the journal’s formally established structure and may include:

  1. Editor-in-Chief: Provides academic leadership, oversees editorial policies, and holds overall responsibility for the integrity of editorial decisions.

  2. Managing Editor: Coordinates editorial operations, monitors manuscript progress, and facilitates communication among authors, editors, reviewers, and production personnel.

  3. Section Editors: Manage assigned submissions, select appropriate reviewers, assess reports, and make recommendations or decisions within their delegated authority.

  4. Editorial Board Members: Provide subject expertise, advise on journal development, and support scientific and ethical standards.

  5. Editorial and Technical Support Personnel: Assist with administration, copyediting, layout, metadata, and online publication.

Independent reviewers support editorial evaluation by providing expert assessments. Reviewers advise editors but do not make final publication decisions.

The names, roles, and affiliations of appointed personnel are provided on the journal’s official Editorial Team or Editorial Masthead page.

4. Roles and Responsibilities

The editorial team is responsible for:

  • Screening submissions for relevance, originality, reporting quality, and ethical compliance.

  • Selecting qualified reviewers and managing conflicts of interest.

  • Coordinating independent peer review and assessing reviewer recommendations.

  • Making decisions based on scientific merit, methodological quality, and relevance to nursing.

  • Managing revisions and communicating decisions clearly.

  • Addressing concerns about authorship, plagiarism, research ethics, and publication integrity.

  • Handling corrections, retractions, expressions of concern, complaints, and appeals.

  • Protecting confidential manuscript information.

  • Supporting accurate metadata and a reliable publication record.

Final decisions rest with the Editor-in-Chief or an editor formally authorized to make the relevant decision.

5. Editorial Independence

MNJ maintains editorial independence from institutional management, sponsors, funders, advertisers, and other external parties.

Manuscripts are evaluated on their quality, originality, relevance, methodological rigor, and ethical acceptability. Decisions must not be improperly influenced by personal relationships, institutional interests, commercial considerations, or characteristics unrelated to the work.

Editors must disclose relevant conflicts of interest and withdraw when their impartiality could reasonably be questioned. An independent editor will handle affected submissions.

Manuscripts submitted by editors, editorial board members, or personnel affiliated with the publisher are subject to the same assessment standards as other submissions. Authors must not participate in the editorial handling or decision-making concerning their own work.

6. Publishing Administration and Editorial Governance

Publishing administration and editorial governance have distinct responsibilities.

The publishing institution supports the journal’s infrastructure, administration, and operational sustainability. Editors are responsible for manuscript evaluation, reviewer selection, editorial judgments, and publication decisions within their assigned authority.

Institutional policies and operational arrangements should support this separation. Any concern about inappropriate interference should be referred to an independent editorial or institutional representative who is not involved in the matter.

7. Financial and Operational Transparency

Information about submission fees, article processing charges, and any applicable waiver or refund provisions will be provided through the journal’s official website.

Sponsorship, advertising, or other financial arrangements must be disclosed where relevant and must not compromise editorial independence.

Payment does not guarantee acceptance, preferential assessment, or publication. Financial arrangements must not determine the outcome of peer review or the handling of publication ethics concerns.

8. Transparency and Accountability

MNJ provides information through its official website concerning:

  1. Journal identity, scope, and publication schedule.

  2. Publishing institution and academic affiliation.

  3. Editorial personnel, roles, and affiliations.
