Allegations of Research Misconduct

BANUA: Jurnal Kesehatan Lingkungan

BANUA: Jurnal Kesehatan Lingkungan is committed to maintaining high standards of research integrity, academic honesty, transparency, and ethical conduct in scholarly publishing.

The journal expects all authors, editors, peer reviewers, and other parties involved in the publication process to comply with recognized principles of responsible research and publication ethics.

BANUA does not tolerate research misconduct, unethical publication practices, or activities that compromise the accuracy, credibility, reliability, and integrity of scientific publications.

The journal follows relevant recommendations of the Committee on Publication Ethics (COPE) in assessing allegations of research misconduct and determining appropriate editorial responses.

1. Types of Research Misconduct

BANUA considers the following practices to constitute research misconduct or potential violations of research and publication ethics:

  1. Fabrication: Inventing research data, environmental measurements, laboratory results, field observations, research participants, sampling activities, or experimental findings and presenting them as genuine scientific evidence.

  2. Falsification: Manipulating research instruments, environmental sampling procedures, laboratory analyses, datasets, statistical results, figures, or other research materials in ways that misrepresent the actual findings. This includes selectively modifying or omitting data to support predetermined conclusions.

  3. Plagiarism: Using another person's ideas, text, research findings, data, tables, photographs, figures, methods, or other scholarly materials without appropriate acknowledgment, citation, or permission when required.

  4. Duplicate or Redundant Publication: Submitting or publishing substantially overlapping research findings in multiple journals or publications without appropriate disclosure, justification, or acknowledgment of previously published work.

  5. Authorship Misconduct: Including individuals who do not meet authorship criteria, excluding legitimate contributors, misrepresenting intellectual contributions, manipulating author order, or providing inaccurate authorship information.

  6. Citation Manipulation: Deliberately including irrelevant references, encouraging inappropriate self-citation, coercing authors to cite particular publications, or manipulating references to artificially increase citation counts or journal performance metrics.

  7. Peer-Review Manipulation: Providing false reviewer identities, creating fraudulent reviewer accounts, submitting misleading contact information, improperly influencing reviewers, or interfering with the independence and confidentiality of the peer-review process.

  8. Research Ethics Violations: Conducting research involving human participants, identifiable personal data, biological materials, animals, or other ethically sensitive activities without required ethical approval, informed consent, or appropriate institutional authorization.

  9. Environmental Data and Image Manipulation: Fabricating or improperly modifying environmental monitoring data, laboratory images, geographical information, environmental exposure records, sampling results, maps, graphs, or other scientific evidence.

  10. Undisclosed Conflicts of Interest: Failing to disclose financial, professional, personal, institutional, or other relationships that may influence research conduct, interpretation of findings, or editorial decisions.

  11. Misrepresentation of Research: Providing false or misleading information concerning research methodology, sampling procedures, ethical approval, funding sources, institutional affiliations, data availability, analytical procedures, or scientific conclusions.

  12. Misuse of Artificial Intelligence: Using AI-assisted technologies to fabricate research data, generate misleading scientific findings, conceal plagiarism, create false references, or misrepresent AI-generated materials as verified empirical evidence.

  13. Other Serious Ethical Violations: Any conduct that significantly compromises scientific reliability, environmental health research integrity, participant safety, public health protection, or the fairness and transparency of scholarly publishing.

Honest errors, methodological disagreements, differences in scientific interpretation, and legitimate academic debate do not automatically constitute research misconduct.

Each allegation will be assessed based on available evidence, the nature of the concern, relevant circumstances, and applicable research ethics standards.

2. Reporting Suspected Research Misconduct

BANUA encourages authors, reviewers, editors, readers, research institutions, and other concerned individuals to report suspected research or publication misconduct.

Reports should contain sufficient information to allow the editorial team to understand and assess the concern.

Where possible, reports should include relevant supporting evidence, such as manuscript excerpts, published articles, research datasets, laboratory records, environmental monitoring results, images, correspondence, or other verifiable documentation.

Allegations may be submitted to the editorial office through the journal's official communication channel:

Editorial Office of BANUA: Jurnal Kesehatan Lingkungan

Email: jurnal.banuapalu@gmail.com

Journal Website: https://jurnal.poltekkespalu.ac.id/index.php/bjkl

Reports should clearly identify the manuscript or published article concerned and describe the suspected violation.

Anonymous allegations may be considered when sufficient information or supporting evidence is available to permit a reasonable preliminary assessment.

BANUA will not automatically regard an allegation as established misconduct merely because it has been reported.

The editorial team will handle submitted information responsibly and maintain confidentiality to the extent reasonably possible.

3. Handling Allegations and Investigation Procedures

All allegations of research misconduct will undergo an objective and impartial preliminary assessment by the Editor-in-Chief or authorized members of the Editorial Board.

Editors with relevant conflicts of interest must not participate in the assessment or decision-making process.

Depending on the nature and seriousness of the allegation, the journal may undertake the following procedures:

1. Initial Assessment

The editorial team examines the allegation and available supporting information to determine whether the concern falls within the scope of research or publication misconduct and whether further examination is warranted.

2. Evidence Examination

The editor may review submitted manuscripts, published articles, similarity reports, environmental monitoring datasets, original laboratory records, research documentation, ethical approval information, images, figures, and other relevant materials.

3. Request for Author Explanation

The corresponding author and, where appropriate, other authors will be contacted and given an opportunity to explain the identified concerns.

Authors may be requested to provide original datasets, sampling records, laboratory documentation, ethical approval letters, or other supporting information.

4. Consultation with Independent Experts

When necessary, the journal may consult independent scientific experts, qualified reviewers, research ethics specialists, or other relevant professionals.

Experts must maintain confidentiality and disclose potential conflicts of interest.

5. Institutional Referral

When allegations involve serious research misconduct or require formal investigative authority beyond the journal's responsibilities, BANUA may refer the matter to the authors' affiliated institution, research ethics committee, funding agency, or another relevant authority.

Formal investigations into research misconduct are generally the responsibility of the relevant research institution or authorized body.

6. Editorial Assessment and Decision

The editorial team will evaluate the available evidence, author explanations, expert assessments, and relevant institutional findings before determining the appropriate editorial response.

Authors will ordinarily be given a reasonable opportunity to respond before a final editorial decision is made.

The journal will distinguish between unverified allegations, concerns under investigation, and substantiated findings.

4. Possible Editorial Actions

Depending on the nature, severity, and findings of the case, BANUA may take one or more of the following actions:

  1. Request for Clarification: Ask the authors to provide additional explanations, supporting documents, original research records, or other relevant evidence.

  2. Manuscript Revision: Require corrections or revisions when identified problems can be appropriately resolved without compromising scientific integrity.

  3. Manuscript Rejection: Reject a submission when serious ethical violations are established or the research fails to meet the journal's publication ethics requirements.

  4. Suspension of Editorial Processing: Temporarily suspend manuscript assessment or publication while significant concerns are being examined.

  5. Publication of an Expression of Concern: Inform readers of substantial unresolved questions about the reliability or integrity of a published article when appropriate.

  6. Publication of a Correction: Issue a formal correction when errors or inaccuracies can be addressed without invalidating the principal findings of the published research.

  7. Article Retraction: Retract a published article when serious misconduct, substantial plagiarism, unreliable findings, or other significant problems undermine the integrity of the scholarly record.

  8. Institutional Notification: Contact relevant research institutions, ethics committees, funding agencies, or other appropriate authorities when serious concerns require further investigation.

  9. Additional Editorial Measures: Apply proportionate restrictions on future manuscript consideration when justified by substantiated serious misconduct and consistent with applicable journal policies.

All editorial actions must be supported by available evidence and documented appropriately.

Corrections, expressions of concern, and retraction notices will be made publicly accessible and linked to the affected articles when applicable.

5. Confidentiality and Fair Treatment

BANUA is committed to handling allegations of research misconduct fairly, objectively, and confidentially.

Information relating to allegations and investigations will be disclosed only to individuals who require access for legitimate editorial assessment, institutional investigation, or compliance with applicable legal and ethical obligations.

The journal will seek to protect the identities and interests of complainants, authors, reviewers, editors, and other individuals involved.

However, absolute confidentiality cannot be guaranteed when information must be disclosed to support a fair investigation, comply with legal requirements, or consult relevant institutions.

All individuals involved in the process are expected to cooperate in good faith and provide accurate information.

The journal will not make premature accusations or impose inappropriate editorial sanctions solely on the basis of unverified allegations.

Knowingly submitting fabricated, malicious, or deliberately misleading allegations may itself raise ethical concerns and will be addressed appropriately.

6. Research Involving Human Participants, Animals, and Environmental Health Risks

Research involving human participants, identifiable personal information, biological materials, animals, or potentially hazardous environmental exposures must comply with applicable ethical standards, institutional requirements, and relevant regulations.

For studies involving human participants, authors must obtain ethical approval from an appropriate research ethics committee when required.

Relevant manuscripts must also provide information concerning informed consent, participant confidentiality, data protection, and other applicable ethical safeguards.

Environmental health research involving environmental samples, laboratory investigations, chemical substances, microorganisms, biological hazards, or other potentially harmful materials must follow appropriate laboratory safety, environmental protection, and research integrity requirements.

For studies involving animals, authors must comply with applicable animal research ethics requirements and obtain relevant approval when necessary.

Authors must accurately report ethical approvals, institutional permissions, environmental sampling authorizations, and other required research documentation.

BANUA may request supporting evidence or consult relevant ethics committees or institutions when concerns arise regarding participant protection, ethical approval, laboratory safety, or research conduct.

Failure to obtain required ethical approval or consent, falsification of ethical documentation, or serious violations of research safety requirements may result in manuscript rejection, institutional referral, or appropriate post-publication action.

7. Post-Publication Allegations

BANUA maintains responsibility for addressing credible allegations of research misconduct involving articles that have already been published.

Post-publication concerns will be assessed using principles of fairness, objectivity, transparency, and scientific integrity.

The editorial team may examine relevant evidence, request explanations from authors, consult independent experts, and communicate with appropriate research institutions or authorities when necessary.

When substantial concerns remain unresolved and readers need to be informed, the journal may publish an Expression of Concern.

When significant errors are identified but the main research findings remain reliable, the journal may issue a correction.

An article may be retracted when reliable evidence demonstrates that its findings or scholarly content are seriously compromised by fabrication, falsification, plagiarism, unethical research practices, redundant publication, or other substantial problems.

Retraction may also be appropriate when major errors, including honest errors, render the principal findings unreliable.

The purpose of post-publication editorial action is to correct the scientific record, protect readers, and maintain the reliability of published research.

Retraction notices and other post-publication statements will follow relevant publication ethics guidance and will clearly explain the reason for the editorial action.

8. Appeals and Reconsideration

Authors who disagree with an editorial decision arising from an allegation of research misconduct may submit a formal written appeal to the editorial office.

Appeals must include a clear explanation of the grounds for reconsideration and relevant supporting evidence.

Where reasonably possible, the appeal will be assessed by an editor or authorized representative who was not directly involved in the original decision.

The editorial team may uphold, revise, or reconsider its previous decision after reviewing the evidence and determining whether the original procedure was fair and appropriate.

An appeal does not automatically suspend necessary editorial measures intended to protect research participants, public health, or the integrity of the scholarly record.

The journal will communicate the outcome of the appeal to the relevant parties through its official editorial communication channels.

9. Compliance with Publication Ethics Standards

BANUA: Jurnal Kesehatan Lingkungan follows internationally recognized principles of research integrity and publication ethics, including relevant guidance and recommendations issued by the Committee on Publication Ethics (COPE).

The journal applies these principles when addressing allegations of research misconduct, publication irregularities, authorship disputes, plagiarism, data manipulation, ethical violations, and other concerns affecting the integrity of scientific publications.

BANUA is committed to maintaining transparent editorial procedures, protecting the rights of all parties involved, and cooperating with research institutions when formal investigations are required.

Authors, editors, and reviewers are expected to comply with the journal's policies on plagiarism, authorship, conflicts of interest, peer review, research ethics, and the responsible use of artificial intelligence.

By submitting a manuscript to BANUA, authors acknowledge their responsibility to conduct and report research honestly, provide accurate scientific information, disclose relevant ethical considerations, and cooperate with reasonable inquiries concerning research integrity.

The journal reserves the right to review and update this policy periodically to maintain consistency with developments in research integrity, publication ethics, and international scholarly publishing standards.

Important Statement

BANUA: Jurnal Kesehatan Lingkungan does not tolerate research misconduct, including fabrication, falsification, plagiarism, inappropriate authorship, peer-review manipulation, and serious violations of research ethics.

All allegations will be evaluated fairly and objectively, with appropriate consideration of supporting evidence, author explanations, and internationally recognized publication ethics procedures.
